Retrofit cost has three figures, and confusing them is the most common source of budget surprise: the gross cost (what the work costs before any grant), the SEAI grant (a fixed or sliding-scale deduction specific to the measure), and the net cost (what the homeowner actually pays).

No two homes cost the same for the same measure. Two houses on the same road can face retrofit budgets that differ by thousands of euro, depending on size, age, current insulation levels, and access.

What Actually Moves Your Price

House Size and Type

Larger homes need more material and labour across every measure.

A home starting from little or no insulation sees higher costs but also the biggest jump in comfort and savings.

Age and Construction

Older homes, particularly pre-1940 solid-wall properties, often need more extensive work to reach the same standard.

Financing the Balance

The Home Energy Upgrade Loan Scheme offers government-subsidised rates from 2.99 percent for €5,000 to €75,000, available through AIB, Bank of Ireland, PTSB, Avant Money, and participating credit unions. The works must be grant-supported and achieve at least a 20 percent energy performance improvement to qualify.

Landlords can also deduct retrofit costs. Up to €10,000 per property per year, now available across up to three properties from 2026 (increased from two), for works carried out between 2026 and 2028.

Reading a Quote Properly

A quote well below the typical range is a red flag, not a bargain. It often signals corners being cut on materials, an unregistered contractor (voiding the grant), or add-on costs appearing mid-job.

Marketing Prices Rarely Reflect Reality

SEAI’s own median cost data, drawn from thousands of real completed projects submitted at grant payment stage, is a more reliable planning figure than headline advertised “from” prices.

The number that matters is what you actually pay after the grant, not the sticker price before it.

Where to Start on a Limited Budget

Fastest Returns First

Attic insulation has the fastest payback of any structural measure (2–3 years) and the lowest entry cost. LED lighting pays back in weeks and costs very little to trial immediately.

Bigger Investment, Bigger Comfort

External wall insulation and heat pumps have longer payback but deliver the biggest jump in comfort and BER. These suit homeowners planning to stay long-term.
