Warmer Homes Scheme Ireland 2026
Fully funded energy upgrades for homeowners on qualifying welfare payments. Who qualifies, what’s covered, the real waiting time, and how to get insulation done faster while you wait.
What the Scheme Provides
The Warmer Homes Scheme pays for home energy upgrades worth an average of €29,000 per home, entirely free to the qualifying homeowner. SEAI manages the whole project, appoints and pays the contractor, and the homeowner has no say in which contractor is assigned or which specific measures are carried out beyond what SEAI’s technical assessment recommends.
It’s co-funded by the Government of Ireland and the EU’s European Regional Development Fund. The scheme’s defining trade-off is cost versus time: entirely free, but with a current wait of 24 to 26 months from application to completed works.
What’s Covered
Attic and wall insulation, draught-proofing, energy-efficient lighting, and in some cases a renewable heating system such as a heat pump. Solar PV panels are not included under this scheme.
All Four Criteria Must Be Met
Ownership
Must own and live in the home.
Build Date
Built and occupied before 2006.
BER
C or lower. Homes already rated A or B don’t qualify.
Welfare Payment
Must receive one of the qualifying payments below.
Qualifying Welfare Payments
- Fuel Allowance
- Working Family Payment
- Jobseeker’s Allowance (over 6 months, with a child under 7)
- Disability Allowance (over 6 months, with a child under 7)
- Domiciliary Care Allowance
- One Parent Family Payment
- Carer’s Allowance (living with the person cared for)
Over 66? Fuel Allowance is the payment most pensioners qualify through, and it can be claimed on a means test alone, no other welfare payment is needed.
You Don’t Have to Choose Between Waiting and Nothing
From March 2026, homeowners on qualifying welfare payments can claim enhanced individual grants, up to €2,500 for attic insulation and up to €2,300 for cavity wall insulation, processed in weeks rather than months, without losing their place on the Warmer Homes waiting list for other measures like heating and external wall insulation. The two tracks aren’t mutually exclusive.

Receive Confirmation
You’ll get an estimated timeframe, currently 24 to 26 months.
Wait for a Surveyor
SEAI contacts you when a surveyor is available in your area. A free BER is included if you don’t have one.
Contractor Appointed
SEAI assigns and pays the contractor. You cannot choose who carries out the work.
Works Completed
Followed by a post-works BER confirming your improved rating.
Limitations
No choice of contractor or specific measures. SEAI’s technical assessment determines the scope; you cannot request particular upgrades or select who carries them out.
The Waiting Time Is Real
24 to 26 months is the current reality, not a worst-case estimate, and demand has been rising: applications grew from around 2,800 in 2021 to approximately 12,000 in 2024.
Solar Isn’t Included
Homeowners wanting solar alongside Warmer Homes upgrades need a separate individual grant application.
Already-Efficient Homes Don’t Qualify
A BER of A or B disqualifies a property, regardless of welfare payment status.
